The administrative address is at the professional or private address of the International President. This address may be changed by simple resolution of the International Committee.
The duration of the Amicale is unlimited.
No member of the Amicale is personally liable for it's commitments; only the Amicale is responsible, limited to it's assets.
Current accounts of income and expenditure are kept by the general treasurer, who presents them to the Presidium for approval at the end of each year, and to the General Assembly every two years. The International fee, fixed in Swiss Francs, is the same for each member of each section.
Sections must send to the general treasurer, before 30 June each year, the amount corresponding to the number of their members. With the exception of the dispensations set out in Article 5, no exoneration will be accorded without the prior agreement of the International President.
All disagreements are to be settled by the Presidium, by a required majority of two thirds of it's members, the vote of the International President being prevalent. The International President may, after consultation with his committee and the Presidium, put to the General Assembly for approval, any proposal for modification to the international fee, according to exchange rates, or to needs.
The International Committee consists of 7 to 11 members, elected for a two year term, over the period between two regular General Assemblies. The President and Vice President(s) must, at the time of their election or re-election, hold positions in hotels in accordance with Article 6 of these statutes.
The President convenes and chairs all membership and committee meetings. He represents the Amicale at all times, and has full authority for this purpose. In particular, he is empowered to represent the Amicale in court and court pleadings, both as plaintiff and as defendant, to take all appeals, and to apply for all writs of review and agree to any compromise.
In the case of appeal, he may act with the approval of a majority decision of the committee. In the event of absence or illness, he is replaced by a Vice President, and in the event of the latter¹s absence or illness, by the General Secretary.
The Presidium constitutes the Board of Directors of the International Amicale. It consists of:
At the same time as the regular biennial General assembly, convened and chaired by the elected International President, an International Congress is also organised. They should take place preferably in a city well known for it's hotel and tourist activity, and provide the occasion for:
QUORUM & MAJORITY The regular General Assembly of all Members of every section is convened every two years, and chaired by the International President. He sets out the achievements of his mandate, as well as projects for the future.
A notification, including the Agenda, is sent out to Members by the General Secretary, at least 15 days before the date fixed. Before the Meeting, the Roll is signed by members present, and the names of those who have provided a written proxy are added. The QUORUM is one-quarter of fully paid-up members present or represented.
DECISIONS are taken by simple majority. The regular General Assembly hears the report of the committee on its management and on the financial situation of the International Amicale. It approves or rectifies the current account, and votes the budget for the coming period. It proceeds with the election of the International President, and signifies approval of, or reservations concerning, members of the International Committee.
In case of necessity or at the request of the President of a section who has received a written request signed by one-quarter of its members, the International President may, in accordance with Article 17, convene a Special General Assembly.
For valid discussion, one-half of the Members must be present or represented at the Special General Assembly. Any modifications to the Statutes must be voted by two-thirds of the Members present or represented. Other decisions are taken by simple majority.
The Assembly has supreme authority over all questions relating to the smooth functioning of the Amicale International and sections). It gives such instructions as may be necessary to the President, the General Secretary and the General Treasurer, to effect any operation coming within the objectives of the Amicale and not contrary to the Law, for which the dispositions of the statutes may be insufficient.
The International Committee may authorise any action not reserved to the Presidium or to the General Assembly. Following a majority vote, it may prohibit the President, the General Secretary, or any other member, from taking a step falling within its prerogative according to the statutes, but with the advisability of which it disagrees.
A set of rules for the internal administration of all sections, member or affiliated, of the International Amicale, has been drawn up by the International Committee.
The A.I.C.R. is open to all countries or regions noted for hotel or tourist activity, in any part of the world. Colleagues outside of France, occupying positions in de Luxe or First Class hotels, who have decided to form a group, may request the International President to authorise the creation of a new Section.
To this end and on condition that local legislation permits it, they must first agree officially to conform to the statutes in force, and provide a complete list of their members. The International President will submit the candidature to the International Committee, and then to the Presidium, for acceptance, before putting it on the agenda of the next General Assembly, which must approve admission by a majority of the members present or represented.
The normal term of office is two years. it'starts on the 1st of January and finishes on the 31st of December of the following year.
The edition of the new Annual of the A.I.C.R. is the responsibility of the outgoing or re-elected President. The Annual contains easily found, up-to-date, information on the professional activity of each member in each section, plus an alphabetical list giving the page for each entry. As well as a preface and a short history of the Amicale, the annual contains the text of the statutes, with an English translation.
For each international congress, the President will arrange for the printing of a bi-lingual French/English brochure-program. Each section is free to print its own annual, to appear alternately with the international annual, but which in no circumstances replaces the latter. Printing and production costs of all these publications must be covered by the sale of high quality publicity, commensurate with de luxe hotel industry.
In the event of voluntary or involuntary dissolution of a section, the International President convenes a meeting of the Presidium and the official auditor, to take action on the transmission of the section¹s assets, which revert to the International Amicale. The International President is responsible for all legal formalities.
The International President is responsible for all reporting and recording of formalities required by law. 28: LITIGATION The court having jurisdiction over all actions concerning the Amicale is the local court of it's registered office. Dear Amicalists,
Once again a year has passed, and on the 30th of October we saw the newest Receptionist of the Year for Dubai awarded. A total of 13 candidates from 4 and 5 star Hotels around Dubai competed eagerly for the title of Receptionist of the Year, but of course only one could win and take home with them the trophy, AED 10 000.00 and the right to compete in the International Competition in Prague, all sponsored by our partners, the Department of Tourism and Commerce Marketing, DTCM.
